One sentence:

Use past continuous for the scene already happening, and past simple for the event that happens inside it.

Introduction

Background action + main event

Use past continuous and past simple together to show two jobs in a past story. Past continuous sets the background: an action or situation was already in progress. Past simple gives the completed event that happened in that scene. In “It was raining when we left,” the rain is the background, and leaving is the event. This does not always mean the background stopped; it only means it was happening at that past moment. First ask: What was already happening? Then ask: What happened next or suddenly?

Core logic

The event and the scene

Past simple is the tense for finished past events, steps, and changes. Past continuous is the tense for an action in progress at a past time. Often, the past simple event happens during, or interrupts, the past continuous action. In “I dropped my keys while I was getting out of the car,” the dropping is the short event and getting out is the scene. In “We were having dinner when the lights went out,” dinner was in progress before the lights went out. If both actions are finished steps in order, past simple is usually enough.

Cognitive metaphor

Camera view and headline

A useful image is a camera and a headline. The past continuous is the camera view: it shows what was going on around the moment. The past simple is the headline: it tells the event that moves the story forward. In “I was reading when Maria called,” reading is the camera view and the call is the headline. You can reverse the order: “Maria called while I was reading.” The meaning stays close, but the first clause usually gets more attention. The background action is not unimportant; it is simply the scene for the event.

Core pattern

Core forms and frames

Past continuous form is subject + was/were + verb-ing. Use was with I, he, she, and it; use were with you, we, and they. Past simple uses a past verb form, such as left, saw, opened, or called. The most useful frames are background + when + event, event + while + background, and while + background, event. In “While I was walking home, I saw an accident,” the while-clause gives the process in progress, and the past simple clause gives the completed event. When the background clause comes first, a comma is common.

Sentence X-ray: while + background

X-ray the sentence “While I was walking home, I saw an accident.” The functional chunk “While I was walking home” sets the past scene. The chunk “I saw an accident” moves the story forward. The core reusable chunk is “While I was walking home” because you can easily change the activity: while I was driving, while we were waiting, while she was cooking. Use this pattern when the process matters. If you only want to name a finished past time or a finished action, past simple alone is usually clearer.

Form variations

Questions and negatives

For negatives and questions, change the part that carries the tense. Past continuous negatives use was not or were not + verb-ing. In speech, wasn’t and weren’t are normal. Past continuous yes/no questions move was or were before the subject: “Was Tom driving?” A natural answer is “No, he wasn’t driving; he was reading the map.” For open questions, use a question word first: “What were you doing at eight?” Past simple negatives still use didn’t + base verb, as in “I didn’t hear the door because I was taking a shower.”

The closest confusion is past simple alone. Use past simple when you present a past action or state as a complete fact: “I lived in Bristol in 2019.” Use past continuous when that situation is background for another event: “I was living in Bristol when I met Sam.” Use past simple + past simple for steps in order: “She opened the window and sat down.” Use past continuous + past simple when one action was in progress at the moment of another event: “She was opening the window when the phone rang.” The tense choice changes the picture of the story.

Usage rules

When, while, and simultaneous actions

While and as often introduce the background action. When often introduces the main event, but it can also introduce a background clause. Clause order is flexible: background first gives the setting; event first gets to the result faster. Use a comma when a longer background clause comes first. For two actions happening at the same time, past continuous can appear twice: “The kids were playing outside, and we were making lunch.” For long states, facts, or habits in the past, past simple is often better. Past continuous focuses on a temporary activity in progress.

Common errors and state verbs

Avoid two common errors. First, do not combine was or were with a past simple main verb. “I was went home when it started to rain” is wrong; say “I was going home when it started to rain.” After was/were, use the -ing form. Second, do not force past continuous onto state verbs. “We were knowing the answer” is wrong in normal English; say “We knew the answer.” Verbs such as know, believe, want, own, and mean usually describe states, so past simple is normally the practical choice for past time.

Summary

The practical choice

Choose past continuous for the past scene: what was happening, what was in progress, or what was temporary around a moment. Choose past simple for the event: what happened, changed, started, stopped, or formed the next step in the story. When and while help connect the two clauses, but the tense choice does the main work. If the sentence describes a sequence of finished actions, past simple is usually enough. If one action is the background for another, use past continuous for the background and past simple for the event.
