Introduction

Past form does not always mean past time

Remote forms use grammatical distance. A past form or a modal can move a situation away from the direct present. The result may be polite, tentative, or unreal; it does not always mean past time. Some expressions look fixed because remote forms are part of their grammar. I wish I had more time means I do not have enough time now. For formal or traditional style, were can appear with all subjects: If I were you, I’d wait. The closest confusion is ordinary past time, because remote past forms look the same. I want to ask about the budget is direct and present. I wanted to ask about the budget is often also present, but softer. Can and could create a similar contrast: Can you sign this today? sounds more direct, while the could-version is more polite. Will and would also split real from imagined: will belongs to a real plan or prediction; would belongs to a result inside an imagined situation.
